Deputy Chief Rainey began his fire service career in 1984 as a volunteer in his home town of Emporia, VA.  In 1988 he was hired by the Kill Devil Hills Fire Department in Dare County, NC.  Glenn went to work as the Assistant Chief of the Colington Volunteer Fire Department in April 2001 and has assisted in the growth and development of the department into a combination department.  He was promoted to Deputy Chief in 2007.  Glenn also serves part time as a Deputy Fire Marshal for Dare County.

Glenn is active in the Dare County Association of Fire Officers, a charter member of the Outer Banks Professional Fire Fighters Association and several statewide fire service organizations.

Deputy Chief Rainey is a NC Fire Instructor, Fire Inspector, EMT and Fire and Life Safety Educator.  He completed the initial offering of the Fire and Rescue Management Institute at UNC Charlotte in 2007.

In his spare time Glenn is a member of the First Flight Cruisers Car Club and enjoys ATV riding.

The son of a volunteer fireman, John practically grew up at the firehouse. He now has over 20 years of public safety service in his own right.

After leaving the U.S. Army as a Special Forces medic, he graduated from Wake Technical Community College with an Associate’s Degree in Emergency Medical Science. He was a “nomadic paramedic” for 10 years with different Durham and Wake County agencies, and also volunteered as a firefighter and first responder with two fire departments in Wake County.

John now resides in Warren County and is a volunteer firefighter with the Warrenton Rural VFD where he is also their “official” photographer. A longtime fire buff and shutterbug, he photographs public safety events and incidents in Warren and surrounding counties, and is a recurrent photo contributor to the Warren Record newspaper. Additionally, he volunteers with the Plummer Hook & Ladder Museum and Historical Society in Warrenton.

Currently, John is a Training Coordinator with the Raleigh–Wake 9-1-1 Center, where he has worked since 1991. He also functions as their recruitment officer and public education officer. He is a CPR Instructor and is certified as an Emergency Medical Dispatcher and Emergency Number Professional.

Barry is the Director of the Raleigh-Wake Emergency Communications Center; a position he has held since 2006.  He began his career as a volunteer firefighter while still in high school in 1970, and comes from a public-safety family. His father was a firefighter and his grandfather a police officer.

Prior to moving to Raleigh, he managed 9-1-1 centers in four other states, and was a volunteer fire officer in three. He has also provided consulting and training services, as well; the highlight of which was spending five weeks working with the Victoria Ambulance Service in Melbourne, Australia.

He is currently a Contributing Editor for Firehouse and a regular columnist for 9-1-1 Magazine, and hosts the Fire Radio page of Firefighterclosecalls.com. Additionally, he is author of the communications chapter of the sixth edition of The Fire Chief’s Handbook and the book Volunteer – Twenty-five Years of Smoke and Sirens.

A life member of APCO (Association of Public-safety Communications Officials) International, he chaired the 2002 Conference in Nashville, TN, and was the founder of their Homeland Security Task Force, and received their President’s Award in 2001 for his work in Enhanced Wireless 9-1-1. A member or chair of numerous committees, he now serves as the Legislative Chair for NC APCO, and is currently engaged in developing a statewide 9-1-1 plan.

Captain Brisley is in his 22nd year as a member of the Charlotte Fire Department. He currently is in his 12th year as the Public Information Officer for the Charlotte Fire Dept.

Brisley is a USAF Medic veteran with assignments in Texas and England. He has an Associate Degree in Fire Science technology from Central Piedmont Community College.

Rob continues to remain an active member with the National Information Officer Association, International Association of Fire Chiefs, and the International Association of Firefighters. In January of 2005, Brisley responded to the call for service and worked for 28 days as part of a disaster management team in Phuket, Thailand after the tsunami struck South East Asia.  Also, in the fall of 2005, within days of the City Charlotte receiving nearly two-thousand evacuees from Hurricane Katrina area Rob found himself, again in a disaster zone, working for 20 days in the greater New Orleans area.
